                UN CLUB

 BACK TO DAV UN CLUB

The UN CLUB was started in the year 2002 for the students of classes 8 to 12, in order to build within them the traits of good communication. The meeting of UN CLUB is held every week on all working Thursdays and Saturdays.                                                                              

PROCEDURE

The session begins with the ‘roll call voting’, in which the delegates are required to say; ‘Present’ meaning they are present in the meeting but may abstain from voting on the resolution, or ‘Present and Voting’ meaning they are present and will not abstain from voting.

As the meet continues the Chairperson lets the floor open for a motion. The delegates may put forward the following motions upon being recognized by the Chair :-

MOTION TO OPEN THE SPEAKERS  LIST                                                                                                   

The delegates here propose to open the  speakers list and specify the time limit per speaker. If the motion passes then Chair and the Executive Board open the Speakers List’. The delegates, wishing to speak, raise their placard so that the Chair recognizes them. When the list is closed, the delegates come on the dais to give their country’s stand on the given agenda within the set time limit. After finishing the speech each delegate has to yield the floor to either questions or comments from the fellow delegates .They can even yield the floor to the Chair.

MOTION FOR A MODERATED CAUCUS (Formal Debate)                                                                                                                               

The delegate making the motion must briefly explain the purpose and suggest the duration of the caucus (not exceeding 15 minutes). The motion, unless ruled out by the chair, will be put to vote. A majority of the members is necessary for the motion to pass. If the motion passes, then by default, the suggestive becomes the first speaker, followed by other delegates willing to speak.  This facilitates debate at critical junctures in the discussion. When the motion comes to an end, the chair again opens the floor for motions. The above given motion may be raised again including another motion that is;

MOTION FOR A UNMODERATED CAUCUS(Informal Debate)                                                                                                                                 

The same procedures are followed for passing this motion. It allows the delegates to move from their respective seats and move around to get diplomatic support in order to draft a resolution on the given agenda. There can be more than one resolution on the same agenda . During this period all the powers of the Chair dissolve and the Director (Vice-Chair) becomes active. As this motion ends, the draft resolution or working paper is submitted to the Chair. The resolution is discussed in the whole committee and then put to vote. The delegates have the option to say YES, NO, PASS or ABSTAIN. The resolution passed, is implemented.                                       .

RULES OF PROCEDURE:

·         The delegates need to be recognized by the Executive Board before they speak.

·         The delegates must refrain from using personal pronouns and giving derogatory remarks.

·         There shall be no eye contact between the delegates while questioning or answering.

·         The delegates must not speak until allowed by the Chair.

·         The delegates can be suspended from the house if they misbehave or go against the rules.
